The report concluded that Saddam Hussein had destroyed his stockpiles of chemical and biological weapons during 1992. However, he feared his two sworn enemies, Iran and Israel, so he kept up the pretension of having them.
The Bush team is fairly desperately spinning the report. That theme goes that Saddam wanted WMD and would have begun attempting to acquire them when U.N. sanctions were lifted. The problem with this spin is that the U.S. has a permanent seat on the Security Council and could have vetoed any lifting of sanctions. But, Bush and the neocons were obsessed with invading Iraq.
